You can always receive the goods into unrestricted stock and then play a subsequent movement to either block or place into QI stock - transaction MB1B and movements 344 for blocked and 322 for QI.

I think this will always have to be a two step process as you will not know if the goods will be damaged or not before you receive them.

Thank you for your answer Gary, yes it helps. I have tested your solution
and it worked.
However I still have a problem with that process because once the inbound
delivery is created and if I want to change the stock status later on and
then make the change in the PO, I have to delete the inbound delivery who
carries the old stock status and after have to create a new inbound delivery
to pull the new stock status from the PO.
In other words when my vendor informs goods were dispatched I create an
inbound delivery with stock status "unrestricted use" and when I receive
goods and realize goods were damaged I then have to go back to the PO,
change the stock status to "blocked stock" delete the inbound delivery and
create a new one. This is not a process the business like. I am looking for
a solution where I can change the stock status without having to delete and
create a new inbound delivery.
I hope it is possible!
