[sap-log-mm] Excise Register update in Excise

Hi
We are one requirement from one of the client regarding the Excise register update.
Client do not want to update RG23 Part 2 register for each and every sales transactions. The sale is excisable only.
I understand that manufacturer must enter each and every sales transactions in this register.
If I am not correct then how this can be possible in Oracle Applcation?
