[sap-hr] authorisation on custom infotype

Hi group,
I have a custom info type. I would like to implement authorisation on a
level deeper than the subtype level.
For example: the user can access this custom info type using PA30 by
supplying the employee number, custom info type number and the subtype.
There is a drop down in the custom info type. We would like to restrict
operations (change, create, delete) of the records depending on combination
of sap user id and value selected in the drop down.
We dont want to hardcode this in ABAP. Please advise.
