[sap-basis] STMS complex configuration

We have two 3-tier landscapes that need to combine as follows:
SAP Transport paths:
* Service Support Transport Route
o D06 -> Q06 -> P06 -> D07 -> Q07 -> R07
* Project Transport Route
o D07 -> Q07 -> R07 -> P06 -> D06 -> Q06
The domain and usr/sap/trans for all systems is the same.
I managed to get routing for the service support route as D06 -
consolidated - Q06 - delivery - P06 and D07. D07 consolidated - Q07 -
delivery to R07. If I import request in Q06, it goes nicely to D07
import queue, but when I import that request into D07, the D07 import
queue becomes empty. What is the problem here?
How do I configure the Project transport route?
