Hi Craig,
It is not normal to create transport requests in Production, but in exceptional instances this can be done by logging into the ~Transport Domain controller and starting Tx STMS.
Create a Temporary Transport Layer then create a transport route from PRD to DEV using this temporary Transport layer.
Logon to the Production system and change the Client settings with Tx SCC4 and SE06.
You can then creata a transport request to import back into the DEV system.
Once you have released the Transport Request then change the settings back in Tx SCC4 and Tx SE06 and then login to the Transport Domain Controller and delete the temporart transport Route and Transport Layer.
