Anshuman and Jose,
Thanks for your suggestions, but I am having a problem getting them to
work. I have done the partnering you suggested, but when I attempt to
create the output condition I can not get the system to use both of
them, nor can I get more than one line for the same vendor or doc type
in the same condition record.
We have 4 key combinations; (1) porg/vendor for EDI, (2) doc
type/porg/vendor, (3) doc type and (4) porg/doc type. When I try to
create two that are the same except for the partner the system won't
accept the second because the first one already exists. If I try to add
a second line to any of these, the system rejects it because the first
line key is already being used. When I create one using one key
combination and then another using a different key combination; the
system uses the first one it comes to and doesn't use the other.
Any ideas?

I agree with Jose's idea but in any case, it can be handelled in both
fashions. Denis, can you please check the message determination log for
details. This will pinpoint the reason as to what exactly is going wrong
and where. I am sure that you must have done it but just as a reminder :
have you maintained the getting the partner function for the Frt Fwrdr
in the PO? And also have you enabled the transmission mode for the
partner function?

In my opinion you do not need two message types. I would recommend to to
use partner function TF (Freight service agent) and add it to the vendor
partner schema in configuration. Then, you also add this partner
function to the PO partner schema in configuration.
When vendor is created you can specify the freight forwarder as partner
function TF. This info will move to PO when PO is created using the main
vendor.
Create a condition record for message type NEU using partner function OA
or VN for the PO you want to send to vendor and another condition record
for message type NEU using partner function TF (EDI) for the PO to be
sent to freight forwarder.
Of course you have to do all EDI settings for this vendor (freight
forwarder) so you can send PO by EDI. I am talking about partner
profiles, etc.
