SAP Library - Find your answers

Hello,
I am receiving this error "Insert cannot be made due to collision" after upgrading to ECC6. What the users are trying to do is put two active substitutions for an employee. The two substitutions are tied to seperate TCC's. 03 and 04. In the reaction table it looks like below. Both are set to react with N however i still get the collision error. I have even combined them to the same TCC and the best i could get was the A to delimite, however, that is not what I want. I need both of the substitutions to exist. Any help on this would be appreciated. Thank you,

Z = Time constraint for time management infotypes -> T554Y. Below is the complete configuration. As you can see N is used as the indicator. When substitution standby pay collides with RWH substitution the reaction is N and vice versa. This means they system should allow the overlapping records correct? or am i completly misunderstanding this? thanks for your help
