Run pay simulation with log and confirm if the mod a=02. The problem may be where the mod a is assigned. If the PC rule has more than one ESG grpg (ABART), then you need to check in T503 - ABART for the empl's EG / ESG (Employee subgroup grouping for personnel calculation rules). Find the appropriate part of the rule. usually in SAP supplied rule, it caters to more than one ESGG. You need to check which is appropriate for the empl you are testing.
