Hi,
The reason for this is that reference number infotype is used for concurrent employment where an employee has multiple work contracts with an employee and your first case is a simple scenario of hire-termination-rehire.
The second case is when an employee is hired or transferred from one country to another country a new personnel number is created for the employee ( country re assignment personnel action eg) and hence the employee 's first personnel no and the new personnel no get stored as reference numbers.
