It might allow your developers to move changes between clients without releasing first, but there isn't an audit trail of whether they did or not, and your clients can easily get out of sync with changes in one client and not another. Since you indicate that it is mandatory to move to client 900, your best option is to set up TMS, and create a transport group, so that when released you can indicate to add that transport to the Target System of DEV and Target client of 900, then import to that client.
