It's normal that MRP generates planned orders for X materials. If you can't convert the planned order into a purch. req., it might be due to some settings in the material type that do not allow external purchase orders. You should check in customizing.
If this is not the case, you need to investigate the MM side.

If i have marked a Halb as procurment X, it drives planned order by default. When i try to change it to a purchase req it tells me it is not allowed. Can not be converted is the error message.
