Assume you don't want to go the full blown route for that though so you need to do a simple user exit to set the incoterms according to your specific organisational rules - there is no standard config within SAP ERP to do so. But you can check for change of ship to, change of plant, apply your rules, and derive the required terms and use move_field_to_vbak to override the standard determination. Presume you never mix order lines from different plants, as which rule wins if you do, and presume you don't use line level ship to (although it's not clear if the ship to is really the determining factor or whether it's still rather the sold to and source location - for your customer in germany (sold to) would the rules be different if it shipped from malaysia to germany vs malaysia to france for example - not that it matters really you're looking at a bespoke solution either way.
