First SAP cannot give you all field values as some are configuration
dependent.
Then field values may depend upon what functions you wish to permit,
e.g. planning or settlement in projects or costing can use the same
transaction but have different authorisation values for different
permitted functions.
SAP will also not propose user specified organisation units as does not
know them - e.g. company and plant.
Some transactions will require different objects depending upon
configuration and functions used, e.g. HR Costing
It is the job of the security analyst to resolve these security settings.

If you need to create role with object level you need have full information
about the customer requirements. And what is the field name and field valve
in object class the required for a particular customer requirement.
