a few possibilities:
1. someone is running a report with too-wide parameters. Such as generating a sales report since year 2003. ABAP program is trying to read all of this data and putting it in memory
2. an ABAP program is not desingned properly and is highly abusing Internal Tables
3. your memory parameters are too low. check the short dump in ST22 to get a few hints on which memory parameter is having issues.,
