I know very well . MMBE is a stock report. But if you enter mb1b in wrong
plant & storage then you can face in this type of problem or unrestricted
account is not enough qty . that you want transfer one storage to another
storage .

Which movement type you are using in MB1B? Also in MMBE stock report,
please check the type of stock (Unrestricted/Quality/Blocked...etc)?
