If I have an order with Components and that order is TECO'd prior to all Goods Issues being performed. Can storeroom still do a Goods Issue to the Reservation (not just the Order)?

I am aware that the Order will accept the Goods Issue, but....
I need the Goods Issue to go against the Reservation.
