Yes, you can make a field mandatory via configuration.
Configuration Path: Materials Management > Purchasing > Purchase Requisition > Define Screen Layout at Document Level - Depending on the item category, choose the correct Field Selection, i.e., PT3B, Subcontracting item. Select Details icon. Then select the Field Selection key for where the field is located that you want to make mandatory. For example, Fld Selection Group 'Basic Data, Item' contains Plant, SLoc, PGrp, Material description, etc. Make the desired field 'Reqd. entry.' You must also make sure the field is optional for the Fld Selection groups for the Create and Change transactions that you use, ME51, ME52, ME51N, as well as the Document type.
