Yes, they will be able to(If user has SUIM along SU01d, SU10 and PFCG ), the SUIM shares somewhat the same Auth Object what SU01/D, SU10, PFCG do.
If the user is having ONLY SUIM, then SU01d, SU10, and PFCG will not work, unless atleast the Tcodes are assigned.
Just Create the test role with ONLY SUIM and play around.
