In context to your question, if you have made the rule to consider 30 days
for payment irrespective of number of days in a month, then system will
deduct 15 days out of total number of days which is 30.
On the other hand if you consider standard system behavior then system will
deduct 15 days out of 31 days.

Caution - Think of calculation for 28/29 day month.
