So having the SUIM T-Code will display other T-Codes (like SU01 and SU10)
but only allow those T-Codes to remain in read-only mode? Or does SUIM
allow read-only access without the other T-Codes being granted?

For example, account "A" shows the following T-Codes: "SU01, SU10, PFCG,
SUIM" Does this mean that because of the "SUIM" T-Code being granted, all
of the other T-Codes are now in read-only mode?

By using the transaction SUIM we can have all the profile/user/role data
only in read only mode.
