That conflict would be defined by whatever process or software your organization uses for compliance (Sarbanes-Oxley, HIPAA, etc.). There are several options for resolving this issue, depending upon how critical the need for the user in question to have both of these transaction codes and the risk management strategy in your organization. I would approach your SAP Security resources and ask which options may be available to you.
