One simple way of checking is that do a compare of your schemas in Development and Quality systems and check the difference. If your systems are not configured for comparison you can download to excel , concatenate to make a common text line per line of schema and do a vlookup on both sides to compare.
If the differences mean that some rule is missing you can just edit your schema in development and move the changes through transports.
However, before doing this check in the missing portion of the schema if all the functions and operations exist in the Quality system ( use peo4). If not then there is some HRSP missing and may need to be applied. Check in the SAP Service for the missing OSS notes.

Hi All,
Trying to run China Payroll customer schema(2800) above error comes in Quality server,but no error coming in Development server.
On pe01 check,above error status is displayed.
Kindly help to fix this immediately as customer will run payroll in production on Monday,23rd Mar
