I see PPOSE as useful for HR / Payroll and Leaders so they can get a view of the Organisation Structure. I see PPOSW as being deployed to Key Users who need to see Roles assigned, Job to Job structures, Tasks, Users, etc. Sorry I can't provide a definitive answer, it really comes down to an analysis of what Users require what information and then looking at what best meets their needs.
