The maximum quantity check "3" works as it should.
Do you have the material's maximum quantity set for the storage type on Whse 2 view?
You need the material extended to the storage type and the maximum quantity in the Maximum bin quantity field on the Warehouse Mgmt 2 tab.
I tested capacity check "3" with both fixed and open storage and in both cases. LT01 correctly detects the capacity as defined

Subject: No Capacity Check On Fixed Bin

You could think of a storage type ' bulk storage' where you define how many pallets/su's you can store (instead of multiple fixed bins on one bin). I used that one to define a capacity of #of SU's that are possible in one bin.
