I'm thinking it could be a port/network/firewall related issue - i.e. the server than SAP is running on not being allowed to connection via FTP, rather than a username/password related issue.

When I am trying to do FTP connection with standard SAP program RSFTP002 to our FTP server, I am getting an error like:
User XXXXXX has no access authorization for computer XXXXXX
But when I am trying to do this connection on command prompt with same username/password/ftpservername information then it works.
