Their changes were not in SAP - rather in our external database. I believe this is standard SAP. The open quantity in SAP is correct.

Can you please share the changes they did to adjust the logic, if that corrected the VBEP view?
Will the adjustment change the reduced quantity by the amount of rejected quantity at the SL level, as explained in the example above?
