who didn't know what they were doing design and implement your security.
You will need a total redesign by a real security administrator. Good news
is you can build the roles to look like the ones you have so it will go
quick if you want the same type of access but the bad news will be that you
need to build all new roles.

I would say this is a bad development. You can not do this now, it
needs lot of work around to set all tcodes at menu level only.
May be download and upload concept will help you partially but I am not
sure. *Please do security job only security consultants, keep away
developers and non security guys.*
