Once release the budget in CJ32 , it was the budget for your operation,
You can't Reduce your original budget CJ30 Value below cj32 Released

Already you have assigned 88,791.20 USD , you should have sufficient
assigned value in your overall budget in cj32
Unable to reduce your released budget below assigned value,
Please follow the below solution:
* You have to cancel the commitments( network assigned value ) (88,791.20
USD ) it not you can't able reduce released budget below 88,791.20 usd
* Reduce your cj32 Released budget values (overall & year 1000USD) & save
* After that if required, you can able reduce the original budget (CJ30)
from (90,000 USD to 1000 USD )
Note : All the action you have to proceed both yearwise & overall for
better clarity
However availability control in overall budget.

Hi Rajasundaram. I really appreciate your time for helping me.
I followed these steps in a new testing project
CJ20N Display itemization 88,791.20 USD (network assigned values)
CJ30 Original budget for 2014 is 1,000 USD and 1,000 USD overall.
CJ32 Value in 2014 is 1,000 USD. I can't Release 1,000 USD in Overall. If I try to release 88,791.20 USD the system displays error message no. BQ076 Overall budget less than overall release.
