I agree with Jagan. You don't need to keep delimiting positions. First of all it is conceptually incorrect. There is no new position. The same position is being refilled.

You have an authorisation requirement, my request will be to not create a functional issue to solve an authorisation requirement.
If I understand correctly, you need the following:
1. Once an employee is separated, the same user ID should not be able to run the hiring action.
2. The hiring/ transfer/ promotion action should be run by a user who is centrally authorised, with due central approval.

Prima facie, you can address this through authorisations:
1. The user ID can be limited to certain action types. You can also configure the PA40 menu to let them see only the separation and other relevant actions. Your central user ID is authorised for hiring action and can also see this in their Actions menu.
2. Approval of positions is a requirement in itself. Do you do your manpower planning in the system or outside? If manpower planning is in the system, look for a workflow attached to OM Actions (OM Actions can be accessed through the transaction PP03 I think). Simply set the switch to "Do not create vacancy" thru config. Then create an OM Action to create vacancy and trigger a workflow if you want.

But if I was you, I would just handle it using the PA40 menu of the 2 users and their action level authorisation. Simple and uncomplicated.

Please don't do delimiting of positions.

If an employees is separated then the vacancy (Position) is ready for
replacement (hiring of new employee).
How can we delimit the position for the separated employee so that no one
is able to hire the new employee on the position.
