Yes this is standard behaviour.
The reason code is a stock movement code, if there is no stock movement (7* for inv.) you cannot have any reason entered.

I want to enter reason code in transaction MI07 - Post inventory differences. My existing configuration allows to enter reason code if there is difference in quantity, no issue here. I want to enter reason code even if difference in quantity is zero. At present it does not show field 'Reas' (reason code) in MI07 for zero quantity difference. Is it a standard or need configuration change, please let me know.
