It's useful when you have a lot of storage unit concentrated,stuffed and it's very difficult to pick the particular SU present in the picking order. Take are you have to define strategy for bulk storage with block structure and storage type control as well ?see customizing ?LE ;WM;strategies; putaway strategies ; define strategy for bulk storage ?

I don't think it will change. SU is created during TO creation. Why should you want to change it?
You could make a to to a non-su storage type (which will loose your SU) and then book it to a su storage type (which will create a SU)
