It is not a bug.
I have done some more looking around and I found some OSS notes that were useful (main ones were 1944846 and 114814).
The summary is:
FIDCC1 does not post to WBS elements so SAP suggests either modifying FIDCC1 or using a second IDoc (such as CODCMT01) for the CO part.
