and in the Line layout (31 X ) I'm setting a rule as 95 in rule field and in print information block selecting Table field button, Table : XBT, Field : BANKL

I'm an Abaper.
I'm new to SAP - HR / HCM, and also gone through all the possible help from different forums. I couldn't achieve the above result and hence I'm posting this..
I have a task to change the text (maintained as text module) to be dynamically changed based on the condition to check for the Bank reg. Key...
If bank reg key = '9999' then the text ( din Nemkonto) should be displayed,
else text ( Konto ) should be displayed.
I've maintained a rule 95 for the same as shown below...
95 1 * XBT BANKL N EQ '9999 TEXT B3
95 2 XBT BANKL N NE '9999 TEXT B4
and in the Line layout (31 X ) I'm setting a rule as 95 in rule field and in print information block selecting constant field with empty value...
When I run the Payroll program / RPCEDTM0 (Remuneration statement for Employee) the result is unpredictable, It is the same across employees with different bank accounts in IT0009 (Bank details).
Also tried maintaining the rule in Window subgrouping and no result. Is there anything to do Implicit enhancement in RPCEDTM0-> RPCEDS29...
PS: How can be the rule maintained in line layout if the position has to display either Text (NemKonto) or Values (XBT-BANKL, XBT-BANKN) ?
