Why? - I think it would normally be considered very bad practice to show
items in stock when they aren't

Have you dismissed Proof of Delivery functionality for some reason?

Why not PGI when the goods leave, post to an intransit account when you
issue the material, and then debit in transit and credit COGS when you
invoice after POD.

for oversee deliveries from plant to customer we want to have a delivery for which we will not post goods issue immediately (when we send goods out), but after confirmation of customer that they received the goods (after 3-4 weeks).
It means that when we send goods out, there should be any reposting to transit (but goods is still in our own stock) and goods issue (away from our transit stock) should be posted after 4 weeks based on confirmation from customer.
