From the financial accounting point of view, I would be much doubtful that any FI specialist will agree upon your suggestion to be honest. The justification is that price variance account is normally the balance sheet (stock) account and therefore, it should be well justified if this account is debited. Secondly, I would imagine the material is provided free of charge by the vendor and therefore, it is not feasible to maintain any PO net price.

Hi MM Guys,
If I mark a PO item with the Free Of charge Flag then the conditions tab disappears. However, I have to deal with customs and require the Statistical value still for Intrastat purposes (we use GTS).
Is it possible to customise so the conditions tab does not disappear with the FOC flag OR is there an alternative way to get my stastical value of goods?
