Hi Satish, is correct, you need clean all datafiles and log's archives, and you need generate new license. don't forget before apply the license, execute the secstore TCO, to regenerate rfc's certificates.

If you have restored the database from the backup of another database (Prod), your license becomes invalid because the hardware key has changed..

Re-apply the license key for this current hardware key.

Please be more specific about your "deleting the data files and archive logs" question.
