we have two scenarios
1. You can go with Holiday class 2(half day holiday) before all public
holidays
2. You have to write a PCR on the above
But writing of the pcr is correct method.

You can configure this in Counting Rules.
In Absence Type- V_T554S
Minimum duration should be -0000
In Counting Rules- T556C
Condition for Absence/Attendance it should be Tick on <1 Day
Try this and then Apply leave, enter no of hours in IT2001.
This will calculate in hours.
