Since your question is very generic and not in detail. We can suggest with limited possible ways..
If you have enough stock and it's not been specific to any then you can use the stock for GR reversal. Again if you already consumed total stock then there is only way to do the PGI reversal and then do the GR reversal. You can do any level but it's totally up on business case & decision.
