Had almost the same issue before.
Have your basis guy create a samba share to the local box and then link to AL11.
Create program that reads from AL11 and creates the SO's - set up background job for this program in SM36.

I thought about the WAN as this is what they are doing for some files, but the issue here is APP is in Japan and local is in USA. FTP from local to HQ is under consideration at the moment, but the IT Department considers it a little sloppy as the existing legacy system is in the USA.
I guess another is to develop a quick VB application that can do the same and load a BAPI to create the sales order(s).
