A draft cut-over plan is usually created at the beginbing of any DM project and is refined using data (timings , dependencies etc) from the test/simulation cycles. Usually the skeleton is put out by the PM then the functional consultants are expected to provide object dependencies , the DM lead is then expected to provide the object details E.G the steps required to load material master.Furqan Khan
