Would you check the Table REGUS for this document and verify the Payment run ID and Payment date that blocks the document?
It may be that another payment run proposal is blocking the document, possibly.

Greetings,
One of my document have payment block "R". During the F110 payment run,
the document was caught in the Exception. But the user has ignored
and executed the payment proposal. The other documents in that proposal
got posted.
Now when we try to remove the block "R" or any other changes to that
document thru FB02, it says, the " document locked in payment proposal "
Also we tried thru MRBR.. no use. We cant' delete the proposal as the
payment run completed.
Can any one please advice on this.... how to unlock / remove the block.
