What exactly was the terms of payment you had wanted to create and how did
you define it? Obviously, you have configured , your terms of payment using
the installment payment terms and the system complains that perhaps you
have defined the same incorrectly.
Of course, Rocco is absolutely right in describing the general process of
using installment terms in creating terms of payment and he has done so
based on the error message you have specified
Still....would it not be a better idea to share what exactly you wanted and
how you went about it ? This would be helpful in finding out what went
wrong and how it can be rectified.

the management of payment terms have to be managed as following:
1) in OBB8 you create main pmt term and you pick up the flag for holdback/reitenage
2) in OBB8 you create specific pmt terms related to each part of main pmt method
3) in OBB9 you specify the connection between main and secondary pmt methods
The errors seems indicate that there is a gap in OBB9 (you indicated nr. 03 without specify the number 01).
