On ECC 6.0 (prior to installing Enhancement Pack 4 - EHP4) you could NOT change a GL account from non-OI to OI. The only solution was to create a new GL account.
Subsequent to EHP4 you can use the FAGL_ACTIVATE_OP transaction code.
Or you can have your in-house ABAPer make a Z copy of the RFSEPA02 program, make a couple of changes to it, and run that. You need to first block the GL account in question.
