I found that the real problem is in the parameter ORDER_PARTNERS even though
the message refers to the ORDER_HEADER_IN.
There needs to be sold-to and/or ship-to party entry in the parameter
ORDER_PARTNERS without an ITEM_NUMBER entry, which makes the entry an order
header partner.
