Can it be restricted for an action type. Like infotype is called only while hiring, promotion ant not for cost center change.

Hi all,
I configured dynamic action for an PA infotype as the specification mentioned below but during hiring the infotype is called it is by default showing and saving system date but the record should have hiring date.
If I am trying to change the start date manually and saving the record still record is saving as system date not hiring date.
Please suggest.
