Regarding your first question - "How to active commitment management (CM )for cost centers?" - You can activate CM for cost centers per cost center type.
Customising path - Controlling --> Cost Center Accounting --> Commitments and Funds Commitments --> Activate Commitments Management.
Could you explain the second part of your questions?
