The way to plan in COPA in such a case is sales order-wise planning in COPA independently. If this is not done then the plan vs actual comparison takes place in the PC environment only.
What is suggested as the second option is to enable COPA entries at the time of sales order creation so that it will serve as plan data.

Two options that you mentioned are not mutually exclusive.
You can have sales order cost- plan and actual and also carry out RA, settlement to COPA.
