now, I have a SAP system in front of me.
The BADI is CTS_REQUEST_CHECK and the method CHECK_BEFORE_CREATION, and ?RELEASE.
I had used this quite a while ago with the field-exit on the short description to enforce the short text during the time of the creation.
Had also a dialog screen with value list.
BTW: I had also an exception rule for the admin group.
