The issue is resolved. I had missed out to maintain the output device in communication tab in Condition Records (MN10) for the combination Ccode/ PGrp/ Doc Type. Ironically there were many records for combination Doc.Type/Purch.Org/Vendor where I had maintained the output device for all but this particular one I missed had only one value and was throwing error for many SAs.
A simple error but had overlooked it. Thanks once again for the support.

It sounds like you're going to need to debug the IDOC creation, to see what language it thinks it's dealing with just before it issues the error message. Then you might need to go back a little further to find out where it's getting that language from.
