Can I use a BDC instead.
Also if I create employees using BDC, few employees are Old employees whose data is already created in testing, will the BDC overwrite it or it will ignore that record.

There are 3rd party tools like Spinifex that help you clone. Else prepare data sheets of all the desired EE - i.e. data for IT0000/1/2/6/8/9 etc and using LSMW load the same to testing client.
